Why I am standing for Te Tai Hauāuru - Jack McDonald

The threads of my whakapapa from across the Te Tai Hauāuru electorate weave together to bind my identity – my Māoritanga. A product of Te Tai Hauāuru, I am ready to stand up for our whānau and our whenua. I am ready to provide a new generation of political leadership.

I pay tribute to Whaea Tariana Turia, who has served our electorate with a power and distinction that is rarely seen in the political world. She has been our MP for 12 years, and has for that time been at the forefront of the fight for mana motuhake and has set a benchmark for Māori political representation in Parliament.

No one can replace Whaea Tariana's leadership, but her retirement offers Te Tai Hauāuru a rare opportunity; the opportunity to force a generational shift in our leadership and to chart a distinct course based on new ideas and a fresh outlook.

While attending the Rātana celebrations on the 24th of January I announced that I will be seeking the Green Party candidacy for Te Tai Hauāuru and standing for the Greens’ list.

As an uri of Taranaki Iwi and Te Āti Awa, many of my tupuna embarked on the heke that travelled from one end of the electorate to the other; from Taranaki maunga to the coastlines of Kāpiti and Mana. I have lived all my life in the small coastal town of Paekākāriki and I currently serve my community as the Chair of our Community Board and as our representative at the Kāpiti Coast council table.

I stood in this electorate for the Greens in the 2011 general elections. It was the first time the Greens had stood a candidate in this electorate, so I had some very clear objectives in mind; spreading the Green kaupapa across the rohe and strengthening the position of the Greens in Māori communities. We were successful in our objectives; tripling the Greens party vote in Te Tai Hauāuru and securing third place in the electorate vote.

I have always believed that the Greens' values are remarkably similar to our values as Māori. And because a commitment to Te Tiriti o Waitangi is a core part of our party's charter, the Greens are the strongest and most principled advocates in Parliament for honouring Te Tiriti and building a strong Treaty partnership.

It’s never been more important that we have strong Green representation in Te Tai Hauāuru. With both National and Labour supporting risky deep sea oil drilling off the Taranaki coast, it’s vital we send a message that we can’t risk destroying the environment which sustains our economy and our well-being. I stand in solidarity with hapū, iwi and community groups that are standing up to the drilling interests.

The extractive industries produce few jobs, while our two biggest industries, primary production and tourism, both rely on our clean, green brand. We also know that continued reliance on a fossil-fuel based economy will lead to increased carbon emissions and a more unstable climate.

There is an unique opportunity for iwi heading into the post-settlement era to be at the forefront of innovation and the transition to a sustainable economy. Greens propose a fairer Treaty settlement process, support for Māori small business and a massive investment in research and development and clean energy.

A strong Green Party will be able to hold both major parties to account. We have proven that we can make change from across Parliament, without compromising our values and our convictions. A party vote for the Greens will ensure there is a social and environmental conscience at the heart of a new progressive government.

Winston’s comments overshadowed the real issues at Rātana

It’s a real shame that Winston Peters decided to launch his latest dog-whistle attack while waiting to be welcomed on to Rātana Pā on Friday. As was predictable, his comments became the major story of the day in the media, and they distracted from the very real kaupapa that were raised by the Rātana people themselves as politicians came to honour the birthday of the prophet Tahupotiki Wiremu Rātana.

For those who were lucky enough not to hear Winston’s comments, he essentially referred to the Māori Party’s policy gains in Government as “apartheid”. Supposedly, flying the Tino Rangatiratanga flag on Auckland Harbour Bridge, whānau ora, and separate Māori prison units are all apartheid policies. 

For Winston, this is all about electioneering. He is playing to his core constituency with these dog-whistle tactics. The desperate tone of his comments reveal a politician of a by-gone era trying to stay relevant. 

The comments were inappropriate given where he was speaking – one of T.W Rātana’s primary goals was the just restitution of Te Tiriti of Waitangi, a goal which he essentially disparaged with his attack on the Māori Party. They were also hugely inappropriate considering how recently Nelson Mandela passed away, a leader of the liberation movement that broke the stranglehold of real apartheid - a brutal, racist and completely inhumane regime. To compare that with the Māori Party's policies is extremely offensive.

I had the privilege of listening to and contributing to the kōrero on the paepae that day. We were informed by te iwi mōrehu (followers of the Rātana faith), of the realities of the day-to-day lives of their people. They implored political parties to work together for the benefit of the Māori people. Their key proposals were for a strong regional development strategy, investment in reducing youth unemployment, warm dry housing and an inclusive education system that equips tamariki and rangatahi with skills required for the jobs of the 21st Century. 

These are the issues that should have been debated in the media, and the issues political leaders should have been asked for comment on. But no, Winston’s strategy of grabbing the media attention with hyperbole worked for him – as it always does.

Kōtahitanga and the Labour-Green relationship 

The Labour and Green parties were welcomed on to the marae together – as has been the case for the last several years. Labour had a large delegation of MPs and candidates and the Greens were represented by co-leader Metiria Turei, Māori Green MPs Denise Roche and David Clendon, and candidates Marama Davidson and myself (Jack McDonald).

One thing that was very apparent was the health of the Lab-Green relationship; both parties work well together and are driven by many of the same core values, both are committed to raising the living standards of Māori, and working in collaboration for the benefit of all New Zealanders. 

Māori expect the parties of the Left to work together and embrace kōtahitanga. To honour Te Tiriti and eliminate poverty, we must change the government. Neither Labour nor the Greens can do that without the other. It's imperative that these parties look and act like a government-in-waiting, ready to get stuck in and work together so they can hit the ground running in the first 100 days of a new progressive government.

Of course the parties have their differences, some substantial, and the debate over risky deep sea oil drilling is a timely reminder of that. That is the nature of MMP and those differences can be thrashed out in post-election negotiations. 

At the end of the day, both Labour and the Greens need to listen to the teachings of T.W Rātana, who always stressed kōtahitanga and unity. Nothing less will improve the lives of those who need us most; the vulnerable, the disillusioned and marginalised in our society.

History: the Shane Jones edition

Sir Michael Joseph Savage, father of the Labour-Maori alliance

In 1932 Eruera Tirikatene won the byelection for Southern Maori. Tirikatene became the Ratana movement’s first MP. In 1935 Haami Tokoru Ratana secured Western Maori – the movement’s second seat. When Tirikatene took office the movement instructed him – and later Haami Tokoru Ratana – to vote with Labour. Recognising the electoral potential, Prime Minister Michael Joseph Savage and Tahupotiki Wiremu Ratana (the movement's founder) met in 1936 and established the Ratana-Labour alliance.

In an effort to sanctify the relationship, TW Ratana presented Savage with five symbolic gifts:

  1. Three huia feathers. The feathers represented Maori. The huia is extinct – killed by introduced species and habitat loss – and its death represented the struggle of the past century.
  2. A pounamu hei tiki. The pounamu represented mana Maori. 
  3. A kumara (or potato depending on the source). The kumara represented the land taken from Maori (i.e. the loss of the Maori sustenance base) and ongoing poverty. 
  4. A broken gold watch. The watch represented the broken promises of the Crown including the broken promise of the Treaty. 
  5. And a badge shaped as a whetu marama (crescent moon). The crescent moon represents te tohu o te Maramatanga – a sign of enlightenment. 

If Savage could restore the mana of the Maori people (the pounamu), eliminate Maori poverty (the kumara) and rectify the broken promises of the Crown (the broken watch) then he would earn the right to wear the three huia feathers. The gifts had an enormous impact on Savage. It’s said that before he died he left instructions to have the gifts buried with him. Cynics say that Labour's commitment to Maori was buried with Savage and the gifts.

I don't believe that. Well, not entirely. Maori have a 77 year relationship with Labour. But despite the depth and symbolism of that relationship, it's been one-sided. Maori voters awarded Labour with a 50 year monopoly in the Maori seats. In 2011 Labour won more than 40% of the party vote in the Maori seats and more than 50% in previous elections. But that loyalty has often been sacrificed to expediency.

How Shane Jones is treated when he (inevitably) loses the leadership race will determine the health of the Labour-Maori alliance (it's no longer a Labour-Ratana alliance). Maori are watching closely. 

It's argued that right wing governments have helped Maori to climb the greasy pole better than their Labour counterparts. Sir James Carroll was a deputy Prime Minister and Acting Prime Minister in the Liberal government in 1909 and 1911. The Liberal Party was a precursor to the National Party. In 1996 Winston Peters secured the deputy Prime Ministership in a National government. There's also Ngata and more recently Parata, Bennett, Bridges and so on. A similar tradition of Maori leaders is harder to find in the Labour Party. 

But Labour has done more for Maori as a people, apparently. I take that view as correct. It was Norman Kirk who appointed Matiu Rata Minister of Maori Affairs - the first Maori to hold the position since Ngata - and the third Labour government that created the Waitangi Tribunal and the fourth Labour government that empowered the tribunal to investigate historical claims. The establishment of the tribunal and the Treaty settlement process has done more to influence Maori development than, say, Winston Peters holding the deputy prime ministership ever did. 

But symbolism can't be ignored. There's historical context. If Labour continues to refuse to put Maori in positions of power and leadership, the perception will strengthen that Labour treats Maori as vote fodder. With the Maori Party to the right and Mana and the Greens to the left, Labour is in danger of destroying the Maori-Labour alliance. There's choice in the Maori seats now. Labour can't rely on being the best of a bad lot. 

So here's the call: there's no need to elect Shane Jones to reaffirm the Labour-Maori alliance. David Cunliffe seems to have some mandate from members of the Maori caucus and he has made noises around the importance of winning a mandate from tangata whenua. But if Shane Jones isn't given a leadership position after the race - top 5 or better top 3 - then Labour can expect another decrease in its vote in the Maori seats. And who could blame us. It's sometimes a one-sided relationship.

He might be sexist, but his run represents far more than an egomaniacal sexist running for the sake of his own perception of self importance.

Trouble in the Maori Party: Act I

I don’t even know where to start with this (from 3 News):

A fight for the Maori Party’s leadership has begun at Ratana today, with MP Te Ururoa Flavell officially challenging incumbent co-leader Pita Sharples.

Former Te Tai Tonga MP Rahui Katene has also thrown her hat in the ring to replace Tariana Turia as both co-leader and Te Tai Hauāuru MP.

The challenges are the latest in an ongoing spat about who will lead the party into the next election, and what direction the party should take.

Ms Turia announced she will stand down before the next election to let new blood take over the party – and urged Dr Sharples to do the same.

But last week, Dr Sharples unveiled he had no plans to stand down, saying he’d continue to co-lead the party after next year’s election.

Today, as the Ratana Church celebrates its birthday, Mr Flavell confirmed he would launch a challenge against Dr Sharples and Ms Katene confirmed she wanted Ms Turia’s job.

Maori Party president Pem Bird says Mr Flavell’s challenge will be discussed this afternoon and the party’s constitution will be reviewed to see what now happens.

I said last week that the party’s troubles are symptomatic of deep dysfunction within the parliamentary and party wings. I was too optimistic; the troubles are symptomatic of an anaemic caucus and a debilitated membership.

After shedding two seats and halving the party vote, it became obvious that the formula wasn’t right. The issue for the party appeared to be a matter of ingredients. Was there a leadership problem, a policy problem, a procedural problem or some combination of those factors and others?

As per last week, I think Te Ururoa represents a generational change and a break from the political period that Turia and Sharples embody. However, the party’s problems run deeper than leadership and political symbolism. The party itself, including the party leadership, haven’t figured out where they fit in a fragmented political landscape. A permanent Mana Party, a resurgent Labour Party and a rising Green Party have changed the way Maori politics is played. The Maori Party can either reclaim ground lost on the left, drift in the centre, or acknowledge their role on the right. They cannot maintain the idea that a pan-Maori party is possible. The party must choose a political identity – one that caters to a realistic market. In a post-Marine and Coastal Areas Act world, the party must find its mojo again.

With that in mind, dumping Pita could be problematic. He and Tariana anchor the Maori Party’s support. It would be interpreted as a swipe against Pita’s supporters if he was forced out of the job on Te Ururoa’s terms. Adding Rahui Katene to the recipe isn’t a magic play either. Katene was rejected in 2011 and it's arguable whether or not she appreciates the real issues that the Maori Party faces. The issues are not cosmetic and cannot and will not be resolved with a change in leadership.

As for Hone, well, this is an opportunity squeeze blood from the corpse. The Mana Party is stable, comfortable in its own ideology and untainted by government. The Maori Party is unstable, unsure of its own ideology and tainted by the decisions of government and factional fighting. The choice, if Hone were to draw the dichotomy, is an easy one.


UPDATE: last night the party released a statement saying that Pita will remain at the helm - for now. That's a good move. It's probably not the best look to wash your dirty laundry at Ratana (in front of nearly every political journalist in the country). As we know, though, it's delaying the inevitable hand-over.

Post-script: Pita is increasingly isolated from Tariana, Te Ururoa and some in the wider party. It would be cleaner for him to step down, but after his long service to Maori and the party his supporters argue that that is undignified (and he still retains support in the wider party) . The driving faction is made up of Te Ururoa, Pem Bird (the party president) and their supporters in the Waiariki electorate. Rahui Katene, as far as factional politics goes, is an uncertainty. However, in Parliament she was often associated with Tariana.

Let a Woman speak

The Manawatu Standard reports:

Labour's Te Tai Hauauru candidate has blamed "iwi politics" for preventing her from addressing her party leader on her home marae at Ratana celebrations.

Soraya Peke-Mason was stopped from speaking during a powhiri to welcome members of the Labour, Green and Mana political parties on to Ratana Pa during yesterday's traditional political gathering.

Ms Peke-Mason, who finished second in the Maori electorate in November's election, said she was not disappointed at what happened as the message she had wanted to deliver was presented on her behalf by the chairman of the executive committee, Waka Palmer.

Ratana Church secretary William Meremere said Ms Peke-Mason had asked to speak on the marae but that was opposed by "family members".

Mr Meremere said the objection was not because of concerns about anything Ms Peke-Mason might have said, but because of tikanga.

There were protocols regarding who could speak on the marae and whether women could speak, he said.

Special dispensations had been made at times, Mr Meremere said. Former prime minister Helen Clark had been allowed to speak at Ratana in previous years, he said.

A Woman’s right to speak during powhiri is an interesting debate. There appear to be two schools of thought. One side says the rules, or kawa, of the powhiri are laid down by the Gods to protect mauri (life force) and, therefore, cannot be altered. The other view holds that the guidelines, or tikanga, of powhiri are flexible and change with time to meet differing conditions, changing norms and so on. I like to subscribe to the second school of thought, but the first school, I think, is the culturally correct view.

But cultures should be flexible and, in my opinion, there is no need to hold steadfast to the rule that women are not allowed to speak from the paepae. There is no longer any rationale for the rule, other than superstition. The role of women in Maori society is changing and the rules of powhiri should change to reflect this.

I should add that not all Marae prevent women from speaking from the paepae. I think some Marae of Ngati Porou allow women to speak, as do a number of others across the motu. One of my Marae, Kokohinau, is particularly rigid when it comes to a woman's right to speak. Even during the last night of tangi (the po whakamutunga) where a ceremony for the immediate family is held, women are forbidden from speaking. Yes, even the wife of the deceased would be barred from speaking at her own husbands’ ceremony. There appears to me no good reason for this, other than the patriarchy holding steadfast to long diminished cultural rationales.

My explanation for this is thus: given we, as Maori, lost many aspects of our culture we’re determined to keep a tight grip on what we retain. Often this means we’re reluctant to let go of or change what we have. Which is fair enough, but there some things cannot continue into the 21st century.

In 2005 Pita Sharples led the call to give women the right to speak during powhiri. It’s a shame his call didn’t gain much traction. It wouldn’t hurt us to reopen this debate.

Ratana celebrations begin



The poli-scramble at Ratana begins today. Labour leader David Shearer will be welcomed onto the Marae alongside much of his caucus and, symbolically, Metiria Turei and the Green’s Maori caucus. As is tradition, Labour will enter the Marae and meet with the Ratana leadership before National. If my memory serves me correctly the only occasion where National was invited onto the Marae before Labour was in 2010. Mana’s Hone Harawira will also enter the Marae this week with his Ratana Minister, Kereama Pene (unless he already has). The Maori Party’s Pita Sharples will accompany the Prime Minister when he enters the Marae (Tariana Turia is already on the Marae) and Winston Peters will visit tomorrow.

Interestingly, the Greens will accompany Labour onto the Marae. This is, I believe, a first. The decision to invite the Green’s onto the Marae with Labour signals, perhaps, the beginning of Maori acceptance of the Green’s as a party of Maori and for Maori. Prior to the election, the Greens were viewed as an outlier when it came to things Maori. The party often polled sub 5% among Maori despite strong Maori representation within the parliamentary wing, a comprehensive Maori policy statement and a consistently pro-Maori stance. In 2012 this, coupled with the ascension of Metiria Turei and serious Green candidates in the Maori electorates, appears to be contributing to an acceptance of the Greens as a Maori party.

Labour will also hold their caucus meeting on the Marae and the party will look to make maximum use of Rino Tirikatene. Rino and his whanau are well connected to the Ratana movement. David Shearer and Labour’s media team have lost no time in making this known. Louisa Wall, MP for Manurewa, is also connected to the Church.

Despite the pro-Labour mood, we should expect to see some anti-Labour rhetoric. The Marae is a place for debate and dissenting views are always encouraged. In front of the nation’s media some anti-Labour Ratana members may look to make a point.

The mood at the Pa appears, to me at least, far less favourable towards National and the Maori Party. Labour, the Greens and Mana could, if they play it right on the paepae and among the people, reclaim some of the ground lost to National and the Maori Party in previous years.

Ratana fawning begins


The year in Maori politics begins this week with politicians red, blue and Green descending on Ratana Pa. From Stuff:

The annual battle for political support from a Maori religious group will get under way tomorrow with opponents looking to deepen the divide between Labour and their traditional Ratana ally.

Labour leader David Shearer will make the pilgrimage for the first time since taking over the party reins.

Just before Mr Shearer and his Labour team are welcomed on to the marae tomorrow afternoon, Prime Minister John Key and Maori Party co-leader Pita Sharples will lead the government delegation on.

Also in the mix will be NZ First leader Winston Peters, Mana leader Hone Harawira and the Green Party's Maori caucus.

National, NZ First and the Greens will gain nothing, zilch, from the Ratana movement. Ratana will never officially desert Labour, so long as Labour remains loosely pro-Maori. Not even the Maori Party could convince the Church to ditch Labour. Maori, or more specifically Ratana followers, have too much respect for history and too much fear for the consequences of dishonouring their ancestor’s traditions to desert Labour.

To be honest, the Church is no longer a significant electoral force. Ratana claims some 60,000 members. This is, in my opinion, an inflated claim. 60,000 may have an association to the Church, but I doubt that there are 60,000 active members. For arguments sake, let’s say the Church is comprised of 60,000 active members. Even then, for the Church to exercise any real influence the leadership must ensure their followers vote in concert. However, Maori – and by extension Ratana followers - no longer vote in a bloc. Cultural change has led to growing independence – meaning Maori no longer take the word of their leaders as law. Growing political choice has also ensured that Maori can exercise their independence and take their vote elsewhere – for example the Maori Party. As Maori society becomes more secular Ratana’s influence will continue to diminish. 1996, the year NZ First swept the Maori seats, marked the end of the Ratana Church holding the casting vote in the Maori electorates.

Anyway, the point I want to make is that the Ratana celebrations are nothing more than a photo opportunity for Labour, National, NZ First and the Greens. As I said, the Ratana celebrations mark the beginning of the Maori political year. The celebrations are also the first political event of the year and a good precursor, or warm up event, for Waitangi weekend. Bar some extraordinary event, the traditional welcome for politicians onto the pa usually leads the 6 o’clock news and all of the major papers carry a Ratana piece. In previous years John Key has played the week very well. A quick google of ‘ratana john key’ brings up headlines like “Warm Welcome for John Key and National MPs at Ratana” and “Confident Key points to gains in Speech at Ratana”. If you google ‘ratana phil goff’ the first result reads “PM takes swipe at Hone Harawira” which, as you’d expect, is a story about the Prime Minister at Ratana which only gives brief mention of Phil Goff.

If a politician can do something even remotely newsworthy, they can milk the media for the entire week. John Key has done it each year. One year he planted speculation that Ratana was considering cutting ties with Labour. Another year he used his speech to outline National’s work for Maori. Last year he used the week to launch attacks on Hone Harawira. I wonder if David Shearer, unlike his predecessor, can cook up the same sort of media smarts as John Key and his team.

Ratana revolt


Ratana Minister Kereama Pene has called for the church’s followers to abandon the Labour party. Only three Labour candidates have connections to the church - Soraya Peke-Mason, Rino Tirikatene and Louis Te Kani. None will be elected to Parliament on Labour’s current polling unless they win an electorate seat.

The Ratana church has always been politically active and Ratana members always vote. Labour’s historical monopoly on the Maori seats and the Maori party vote was in no small part due to Ratana support. The church is currently comprised of around 60,000 members. The Labour Party cannot afford to play fast and loose with such a significant electoral bloc. If Labour continues to ignore the church, i.e. take their support for granted, then the party will open the door for Hone Harawira. Hone is already poised to savage the Maori Party vote and if Labour continues to treat the Maori vote with casual disregard they can expect the same. Maori have genuine political alternatives in the Greens, Hone Harawira, the Maori Party and to a lesser extent New Zealand First. Labour cannot act like they still enjoy a monopoly over the Maori vote – the party has to work for it now.

Having said that, Ratana is not as strong as it once was. The church claims some 60,000 members. I tend to think this is an inflated claim. Ratana is certainly a significant electoral force, but only when they vote as a cohort. I do not believe the church votes as one anymore. The faith is no longer as strong and Maori, as a people, are generally more questioning of their leaders. The Ratana faithful will not take the words of their leaders as law and vote accordingly. They will, in most cases, vote as free thinking individuals.

To be honest Pene appears to be having a sook. And an unjustified one at that. Pene ignores the fact that Louisa Wall is currently a sitting MP and will almost certainly return next year. Rino Tirikatene will probably snatch Te Tai Tonga and Louis Te Kani has a chance in Waiariki. So that is one certain (Wall), one probable (Tirikatene) and one possible (Te Kani). Not bad if you ask me.

Briefly

I will not have much time for blogging over the next week or two so I will post my brief thoughts on some issues affecting Maori;

Hone Harawira:

Hone has the Maori Party on the ropes and they know it. Public opinion, both Maori and non-Maori, is building in Hone’s favour. You know your position is righteous when, amongst the usual sympathetic commentators, the likes of Garth George and Fran O’Sullivan come out in support of you.

When attacked Hone responds aggressively. In the past he has responded in a manner that arguably worsens the situation, however this time around he appears to be making all the right noises. The leadership is beginning to look increasingly weak and out of touch as a result of the sustained pressure Hone is applying. With opinion set firmly against the leadership the party elite need to realise that their end game (Hones expulsion) will be self destructive. Hone will without doubt take the integrity, mana and base of the party with him whilst those Maori at the flaxroots will return to Labour and/or the Greens.


Some Maori (John Tamihere in particular) have shamelessly claimed this as a victory for Maori. It is not. Victory will only come in the form of dedicated, and by definition legitimate, Maori seats. The current arrangements are anathema to democracy and an insult to Maori voters. Why can we not elect our own representatives?

I suppose self interest plays a large part in John Tamihere’s position. As a member of the Maori advisory board, and no doubt now member of many council committees, he has a tangible interest in the suppression of democracy and the continuation of the current autocratic situation.  

Shane Jones:
  
I am no fan of Shane Jones but he has not put a foot wrong in his response to the MP schism and unelected Maori sitting on council committees. As Pita’s name is tarnished further by the day Shane’s chances of snatching Tamaki Makaurau increase.

Privatisation:

Corporate cheerleader and profiteer Mark Solomon has, inevitably, come out in support of the government’s plans to partially privatise some state assets. Typically, Mark has only profit in mind as opposed to the well being of all his people and iwi katoa.  

Ratana:

It is interesting to see many church members questioning the wisdom of their move away from Labour towards the MP. This sentiment certainly reflects what a lot of Maori are thinking. The MP has morphed into something utterly foreign and inconsistent with its founding principles.

I guess it was no coincidence that John Key was welcomed on with his Maori Party chums. It appears John Key and Pita Sharples share a close working and personal relationship. This makes me wonder whether or not the MP’s current closeness with the Nats is a result of personal feelings rather than pragmatic or ideological reasons.
